The default is for the designer links such as "Add a Page or Tool" or "Manage Files" to be accessed by clicking on the "Control Panel" button in the upper left hand corner of the screen.
If you'd like to have those links show on the page as they did in earlier versions of WebCT and to save you a click, just go to the Control Panel and click on the button for "Course Settings".
From that point, scroll down in the middle of the page. Select "Show designer links", then click the "Update" button.
You should then see the designer links in the navigation area of your course.
